You can only be sure that rules work for times in the past.

The rules can be changed at any time in the future.

Well, DateTime::TimeZone will apply these rules to the future, and it's not unreasonable to think that they'll be good for the next few years in many areas. OTOH, if you were to store the generated data in a DBMS for many years in the future you'd be making a mistake.

This is one of many reasons to use UTC as the canonical data source and just use time zones for presentation.
