DT::C::Chinese fails a bunch of tests

I just tried to install this on a new box and it failed a bunch of the 
tests in 01-sanity.t

Here's the output:

Anyone have any ideas why?  I was hoping to use it as an example in my 
datetime talk at YAPC but oh well.
