In principle yes, but not for DateTime's sake. DateTime::TimeZone doesn't use those sources of timezone data. If you were on 2007a then there's no need to upgrade at all: the only change is the update of the copy of Bulletin C in a comment in the leapseconds file. No actual data has changed. -zefram
