thanks to cpan-testers, two maintenance issues could quickly
be resolved:

- bugfix: t/pod-coverage.t crashed when Test::Pod::Coverage was
not installed
- perl5lib bug workaround: "use base" would not work in perl 5.9.x
when a constant named "FIELDS" was present
The second fix works around a problem I am not feeling guilty about.
I'll file a perlbug report shortly. Anyway, it is quite easy to
avoid the effect.
