I think that's a reasonable place to start. You'd just need to document that
this bit doesn't quite conform, and patches welcome. I like starting with 90%

That was what I decided after sending the message. I figure it's better to
get _something_ done, because right now things are very broken, and
sticking "v" in a string is significantly more wrong than fudging a time
zone representation for it.
Plus this is going to be big enough even without the time zone bits, I'm
discovering. There's lots that DT::Locale wasn't handling, and the
existing generation tool code is really grotty.
