It's not a mutual dep, I just forgot to make DT.pm require DT::Locale
0.40 in the Makefile.PL, even though it does require it in the actual
module.
Should DateTime::Locale be rolled into the DateTime distribution? Or just
made a prereq?

I'd rather not roll it in, since in general it's independently
upgradeable, especially when I'm just updating the data rather than
changing its API.
