Hi Dave, 

Great, in that case I'm going to do it. I'll take on your naming
structure though I'm not sure what other holidays people might do, I
suppose there could be other religious holidays that aren't recognised
by the 'Bank Holiday' system. I think I'll change your suggest name
slightly to DateTime::Event::Holidays::EnglandAndWales::Bank as we don't
share all the same holidays with N.Ireland and Scotland (though I
haven't looked yet if these are easy to programme, I guess I'll look
when I get into it and decide accordingly).
