We had a similar problem after someone had moved files from one directory to another.
My understanding is that db2ckpw needs special permissions to run in root mode. My
current system has permission -r-s--x--x for user root and group db2iadm1.

SQL1403N The username and/or password supplied is incorrect.
SQLSTATE=08004
I have checked db2ckpw file and it has following permissions.
-rwxrwxrwx 1 root db2iadm1 10356 Oct 2 17:56
/export/home/db2inst1/sqllib/security/db2ckpw
Please pass on if you have any other suggestions.
