In fact that's effectively the same as issue 70792: The text and the button do
overlap, and VLC (OOo's toolkit) renders the text as if it were below the
button, but handles mouse clicks exactly the other way round: as if the text
were covering the button. Thus, the button does not receive the mouse clicks.
