Thus, the graphic is shrunk. This is common sense in such situations. But, it is neglected, that the graphic has a wrapping style, which causes the text beside the graphic to wrap around it. Because of such a wrap the situation of the graphic can, when its anchor is moved to another page/column. This would be the case in this document. But it didn't occur, because the graphic is shrunk and thus, the wrapping of the text isn't the same as it would be with the original size of the graphic. Thus, someone could argue, that before the graphic is shrunk, it has to be checked, if due to its wrapping style the situation would change. This should be discussed. It has to be decided, if such a change to the layout algorithm makes sense. Such a change would be too risky for OOo 2.4. Thus, I re-target this issue and the decision for such a change to OOo 3.0 Workaround for OOo 2.4: Set the wrapping style of all graphics to "No Wrap" - this corresponds value "none" of the ODF attribute style:wrap. Another workaround would be to change the report.
