This is wrong, since the form was actually saved in online layout (which you can verify by unzipping the package, and looking into forms/Obj22/settings.xml, which contains a IsBrowseMode=true setting). If you open the form "abc (2.4)" by double-clicking it, it opens in online-layout (forms/Obj21/settings.xml also contains the IsBrowseMode=true setting).
