The Russian letter is replaced by a question mark while using filter in user 
created form (form based filter)

The Russian letter ‘п’ becomes a question mark (‘?’) while using filter in 
user created form.
Problem can be reproduced on newly created HSQL database with one table which 
consists at least of one text field.
The following steps are to perform to reproduce the problem:
1) Create new HSQL database
2) Create new Table with at least one text field (VARCHAR)
3) Create new user form using master (created text filed must be added)
4) Open created form for input (not in edit mode)
5) Assign new filter criteria on text filed ('Form-based filters' button from 
the 'Form Navigation' toolbar). The criteria must have one ‘п’ Russian letter 
at least. For example it can be:
LIKE ‘репка’

Expected that after criteria assignment the letter will be still ‘п’ but 
instead it is replaced with a question mark (‘?’). For my example it is: 
LIKE ‘ре?ка’
And that is the issue.
Only lower case letter ‘п’ is replaced. Upper case letter ‘П’ is not affected.

I’ve used the following installation file to install OpenOffice: 
OOo_3.0.0_Win32Intel_install_ru_infra_wJRE.exe

The issue can be reproduced with connection to MySQL (5.1) server via jdbc 
driver and utf-8 character set.
The issue can be reproduced using OpenOffice.org Community Build (I’m not 
tested this case by myself).
The issue can be reproduced under Windows and Linux (Again I’ve done it only 
under Windows).

I’ll attach two screenshots (before and after replacement).
