Note: this is related to #99704

The default "Mouse wheel scroll" property of a numeric control in a DB Form is 
"When focused".  Understandably, this is to mimic the behavior of previous 
versions. However, I regard this behavior to be really dangerous, and encourage 
the default to be changed to "Never":
 * Unexpected slips of the scroll wheel will modify numeric data. This can be 
disastrous for too many reasons to list in a paragraph.
 * A scroll wheel is a poor input device for numbers:
   - Can only reasonably modify small integers; cannot input/change fractions 
or 
very small (1e-5) or large (1e20) numbers.
   - Increment/Decrement by 1 is arbitrary
     (e.g.: 329.32    -> 330.32
            1e-5      -> 1
            1.00E+020 -> 1.00E+020 )
 * This behavior is different than Microsoft Access, which <= version 2003 
navigates form record forwards/backwards and >= version 2007 does nothing (I 
think)

I can understand why Max/MSP and Pure Data would have a mouse scroll wheel 
behavior on a numeric control, since it is often used for artistic expression. 
However, I cannot think of a single good reason why a database should have this 
control behavior.
