Every time I edit a form, the ruler shows. And I keep having to hide it, 
because:
- I don't need it
- It takes up to much space (I have big, table style forms)

Also: often the window size gets bigger when I open a form for editing, and I'm
expecting this is related to the ruler being loaded when it was hidden before.

Steps:
- Create new database form.
- Open form for editing
- Hide ruler
- Remember window size (not maximized, window smaller than the screen)
- Close form
- Reopen form for editing
- Ruler is back, window might be bigger as well
