CPAN only has the current and next-most-recent version of DBD::Pg
available:

Actually, they're still there, it's just that they used to be
distributed by different authors (which is why I created the DBDPG
CPAN user—to get around that problem). To find the older ones, Look
at the "Other Releases" select list here:
http://search.cpan.org/dist/DBD-Pg/
I seem to recall CPAN has a limit of how many versions they let you
keep around. Two seems far too low. But in any case, if we can't
increase the number on CPAN, is there somewhere else we can keep
them? I can provide public space if it's needed.
There is no limit, though we probably have too many versions of
DBD::Pg hanging around, frankly.
