's' denotes the OpenSSL enabled version, see http://pgfoundry.org/projects/dbdpgppm/ for the dlls. Also note these were compiled with msvcr71.dll, so make sure you have it in your path or get it from the url above.
The ppd files aren't available at http://dbdpgppm.projects.postgresql.org as before because I can't recall how to upload the ppd files directly there, sorry :) As soon as I get a hint on how to do that, I'll repost with the http://dbdpgppm.projects.postgresql.org/DBD-Pg-5.x.ppd urls.
