How to submit patches

Hi everybody,

  I submitted a small patch to the fetchall_arrayref() method a few
weeks back, but I haven't heard any comments or reactions to it. So I am
wondering how things work around here: is the list the wrong place for
patches? Should I send the patch to someone (Tim Bunce?) directly?
