0. While ownership should be transferred before uploading, not afterwards.
1. For already registered module names, the current owner enters the
form on PAUSE named "Edit Module Metadata" or as URL
https://pause.perl.org/pause/authenquery?ACTION=edit_mod
She selects the module and enters the userid of the new owner in
the file "CPAN User-ID".
2. For not yet registered modules: register
3. For co-maintainance (when more than one maintainer should be able
to upload), the current owner needs to tell me in an email about
it.
