which enables two tests (t/21nchar.t and t/24implicit_utf8.t) that
were disabled for Oracle 8 clients and fixes compiler error/warning
in drh_discon_all.
I've not addressed the t/21nchar.t or t/30long.t failures yet as
they both seem uncommon and more information would help.
