ActiveState Perl is distributed for free.  That also allows you to install
DBI and DBD-Oracle using PPM.

If you are using something other than ActiveState Perl, it looks to me that
you can't afford to not upgrade to it.

Either this file is missing or doesn't match the installed perl.
