You must have VC++ installed to have it.  It's the Visual C++ compiler.  You
must have it in order to compile DBD::Oracle.

I do not have cl.exe on my machine.  I have a setupcl.exe but when I run it
to see if it will install I receive the following message.

"application can not be run in win 32 mode"

What does the cl.exe do? Can I get it from somewhere or install software
that will install it?
