I have never managed. There is certainly no 'startup' or 'shutdown' 
command that can be passed straight through as a statement. I 
suspect, for no rational reason that it could be done with an 'alter 
system set...' perhaps event?, but again have never seen it.

The mechanism (not really documented outside of presumably Oracle) 
goes something like this:

A special connection is established with this snippet (for shutdown):

(CONNECT_DATA=(COMMAND=service_quit)(SERVICE_ID=%lu)(ERR=%d))

and that causes the dedicated server connection to call a shutdown 
procedure in SMON. Startup is even more opaque - I have never managed 
to see anything significant happening that I can understand.

Perhaps someone better informed than I will be willing to help on this score.
