See ppm docs.  You want to install you modules using ppm, like this...

In command prompt (if you have an active internet connection with no
firewall)

ppm install DBI

and then

ppm install DBD::*

where you would substitute * with your driver name.

If you have a firewall see ppm docs for ways to bypass.
