It's also possible that the PPD repository path is not set correctly.
Type "set" from the PPM> command line to see the current settings.
You should have something listed under "Current PPD repository paths:", such
as:
ActiveState Package Repository: http://www.ActiveState.com/PPMPackages/5.6
Try entering that URL into your web browser (it should work if your internet
connection and firewall are set up).

That is because you either don't have an internet connection at that time
and/or you have a firewall and/or the file does not exist. In your case
DBI.ppd and DBD-*.ppd do exists, so it is probably the first two. Two find
out how to fix the problem see ppm docs.
