DBD error

I've been getting this error while connecting to an Oracle database
thro' DBI. and don't know what's happening.
Can anybody help?

ORA-12500: TNS:listener failed to start a dedicated server process (DBD
ERROR: OCIServerAttach) at DbUtils.pm line 104.
