Have you considered ActivePerl instead?  This works fine for the Orac program,
with the DBI, DBD-Oracle and Tk packages, available from PPM.  For more
information on ActiveState's ActivePerl, and PPM, try:

Alternatively, for Win32, there's Cygwin.  I _think_ they've just released a
Perl/Tk package for Cygwin, which I haven't tried out just yet.  But Perl comes
as a package with Cygwin, and you can install DBI and DBD-Oracle direct from
the CPAN packages! :-)
