Having said that it's down, I do have a copy of DBD-Oracle-1.13-5.8.tar.gz for ActiveState Perl dist 5.8.0.806. This won't work with the version for 5.8.2.808 which is the lateset once on the ActiveState web site (tried it, got the DLL error).
