Nevermind, I found the cause for that message, it is permission problem. For
some reason
the files under DBI folder are read-only, so unchecked read-only and it
worked. 
I had the same error message with perl 5.8.3 is it because the DBI and DBD
had been installed 
from ftp site using below commands:

ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/5.8.2/DBI.ppd
ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/5.8.2/DBD-Oracle.ppd
ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/5.8.2/DBD-ODBC.ppd

why the permissions are messed up ?
