Installing DBD::mysql on Mac OSX Server (Panther)

I am unable to successfully install the DBD::mysql (2.9004) module on a 
Mac OSX Server Panther:10.3.6)

Using either:
        cpan
        install DBD::mysql
OR
        perl -MCPAN -e shell
        install DBD::mysql
OR
        perl Makefile.PL
        make test
        make install
I get the same result during Makefile:

Then the make fails and reports this:

I searched and found an earlier thread but it did not offer a 
successful solution.

Can anyone point me to a solution?
