RT is an issue tracking system. http://bestpractical.com/rt/. It
supports MySQL, PostgreSQL, Oracle, SQLite and is fairly close to having
reasonable support for Sybase. The bug I'm describing isn't something
I've managed to duplicate in-house. Everyone who's hitting it is
running perl 5.8.3 or newer (Some are running 5.8.5). They're all
running against Oracle 9.2.0.x.
Because the issue is something that I'm reporting on behalf of end-users
who are generally quite proprietary about their systems, I _don't_ have
access to craft a trivial testcase. I'm not really looking for
hand-holding, just a yea-or-nay about whether this rings bells for
anyone about a change in DBD::Oracle 1.16.
