Re your troubleshooting document: Setting ORACLE_HOME on windows is not supported.
In fact, the oracle installer will remove it if it is found as an environement variable. I have set it in my user environment, and used scripts to manage it at a user session level, but do not do so on a global level, with one or two special cases as exceptions.
