You will need to add

export LD_LIBRARY_PATH=$ORACLE_HOME:$ORACLE_HOME/lib
to your environment.

as well you are using the latest version of DBI with an older version or 
DBD and it seems you are getting some

posix problems

Try an earlier version of DBI 1.4~1.5 with DBD::1.7

as well you never put out the results of the 

make

or make test?
