 You either have a bad perl or DBI/DBD install or something on the network 
permission side is blocking you.

Still not able to connect for DBD.

Well all else fails start over.
 
1) clear out all your envionement variables
2) rerun the make test
3) that should fail with a different error
4) set the ORACLE_USERID
5) rerun the make test
6) should still fail with a different error
7) set the ORACLE_HOME 
8) rerun the make test
9) should still fail with a different error
10) set the TNS_HOME
11) rerun the make test
12) should conenct
 
My last gasp at it.
