I don't know.I just upload my modules using http://pause.perl.org/ and then they show up on the CPAN mirrors automatically within a few hours.
In your case, see http://search.cpan.org/dist/DBD-DB2/ for DBD::DB2 v1.80a, whose README file says to contact open...@us.ibm.com with requests specific to that module.
