Reading hebrew from oracle - get ??????

Hi,

I'm trying to connect to oracle server by oracle client  with DBD.
When I read Hebrew information, I get it as a lot of questions mark. 
(????????????).
The information in the oracle is UTF8 and I build the xml file that hold of the 
information I read with UTF8.

Is someone know why? What I'm doing wrong?
