I thought they were doing it that It doesn't really matter what directory you use, as long as you are consistent. The use of /tmp is pretty standard so I would use that whenever possible. If you compiled Postgres yourself, but not DBD::Pg, you would need to compile DBD::Pg yourself to truly clear this up.
