You made me discover another difference between the two servers: 
/etc/environment is empty on the faulty server, and contains 
LANG=fr_FR.UTF-8 
on the working one.

I tried setting it manually, ran dpkg-reconfigure, rebooted, but no luck.

Interestingly, another machine serves correctly the mixed encodings without it 
(/etc/environment empty), but it's an old workstation that runs debian 6.0, 
whereas the production and backup servers both run debian 7.4
