I'd go for a more filter configurable way.
If the IMF filter is added in the future, you'd have to change it again.
so instead of SIEVE=yes IMHO filter=SIEVE would be better.
Then giving any filter it's own setup would also be an option,
and putting the filter line back in DBMAIL

[DBMAIL] 
filter=sieve #Or any other custom filter.
SUBADDRESS=yes

[SIEVE]
SIEVE_VACATION=no
SIEVE_NOTIFY=no
