dbmail-export will produce mbox files, and with the -s option you can give an imap search string to narrow down the output. I've put some suggestions in the man page about how to use this to make monthly dumps. As for migrating databases, Paul put a bunch of work into some mysql2pgsql / pgsql2mysql scripts a while back, but they never quite worked right and had lots of hackishness about them, and I believe have been dropped from the code base. If someone wants to take on this project we would be more than happy to encourage it!
