You are correct, INSTALL.postfix is not. The transport file, which is 
typically loaded as a "transport_maps = hash:/etc/postfix/transport" 
entry in main.cf, contains special transport rules as explained in
"man 5 transport".

The other references to /etc/postfix/transport are correct if that is 
[one of] the file[s] listed as $transport_maps, and if the hash/dbm 
file has been built with "postmap /etc/postfix/transport".
