Not to be rude, but that is a question for the spamassassin mailing list
or a google search.
But to answer your question, you are correct, you need to run spamd,
users home folders need to have a config file (~/.spam.conf or
something) to opt in or in the master config file it needs to have an
option to not allow users to opt out. I have done it before, but only
the config settings are stored in SQL. I was wanting 'everything' in
there instead... Like the way dspam uses sql.
