It's a debian specific patch included in the dbmail-2.0 packages.
I didn't write the patch, but decided to include it in the 2.0 packages
to provide some kind of filtering capability in 2.0.

This means that there is already a filter_id:0 for user_id:4. The
filter_id values has to be unique for each user.
