It was commissioned by a client. I don't know their story behind it, but
the one I constructed for myself while working on it, and testing it, is
in the doc/README.security-password.

Even though the merge was done on the master branch, the actual feature
is also available as separate micro-releases of the 3.1 series.

Since it includes some schema modifications, it won't be merged with the
dbmail_3_1 branch proper.

There is one undocumented additional feature buried in there as well.

dbmail-users -c username --enable
dbmail-users -c username --disable

those will enable and disable authentication on a account, without
affecting delivery.
