Here is a interesting Microsoft page about MS Doc and other Microsoft formats. It looks like they have published the specs under some "Microsoft Open Specification Promise"

I wonder if this is due to some recent EU legal cases? Have these specs only recently been made available (the page says Feb 2008)?
