I would say all the major error estimation frameworks were available around
the year 2000 and what has happened since was just to extend them to more
and more complex problems. There are a number of books that appeared in
the early 2000s that give reasonably good overviews, such as these:
@Book{AO00,
author = {M. Ainsworth and J. T. Oden},
title = {A Posteriori Error Estimation in Finite Element Analysis},
publisher = {John Wiley and Sons},
year = 2000
}
@Book{BS01book,
author = {I. Babu{\v s}ka and T. Strouboulis},
title = {The Finite Element Method and its Reliability},
publisher = {Clarendon Press, New York},
year = 2001
}
and (shameless plug):
@Book{BR03,
author = {W. Bangerth and R. Rannacher},
title = {Adaptive Finite Element Methods for
Differential Equations},
publisher = {Birkh{\"a}user Verlag},
year = 2003
}
