It is always useful to use the OutputVector fuunction to keep things
abstract and not to make things speific for PETSc.

SLEPc is already integrated into dealii by myself and Rickard Armiento;
we hope it will be a part of the subversion soon. We have experimental
code running and are looking for developers. We may have done what you
want already. Our SLEPcWrappers work fine... :-)
