Hi Michael, I have not tried with PETSc 3.3, but have sucessfully built with 3.2-p7. For some reason I am having trouble connecting to www.dealii.org at the moment. But, looking at the deal.ii README page that doxygen creates when you make the deal.ii.7.1.0 package, it says that deal.ii 7.1.0 has been tested up to (at least) PETSc (release) 3.2. I have noted that in some archived e-mails there are conversations concerning adverse affects to deal.ii's communication with PETSc due to changes implemented in new PETSc releases. Hope this helps.
