That's true for cells but not for degrees of freedom. There may be DoFs that are located on the faces between locally owned and ghost cells. These may be owned by the neighboring ghost cell and so they are "locally relevant" (relevant to the locally owned cells) but not locally owned.

You may want to take a look at the corresponding entries in the glossary.
