Abe has been named "ABOLITIONIST OF THE YEAR" by the Board of Directors of the NCADP. He will be given this most special award at the Annual Conference of the NCADP in Washington, D.C. on October 16, 2004. I have known Abe ever since he began this work and have watched him grow and develop a strategy and methodology that reaches out to so many. He has sacrificed a promising professional life (with a regular salary) to dedicate himself to justice and to freedom. In doing this he has earned a PHD in justice and freedom.... He is our ambassador to the world of violence. He is our voice when we are too busy. He raises our flag that he places on the bodies of so many in the form of t-shirts. He is one of the many wonderful spirits in this movement of ours. When someone dies we rush to praise them, their work and their dreams. And that is good but I want to also honor the living. I want Abe to know now that we appreciate his work, and his voice. And we need to tell everyone that we need him to continue to tell the truth. We need him to continue to teach and protest. While I was hoping that this would also be a roast of our good friend, it was suggested that we might hold our personal and funny/embarrassing stories for a future event. But I am sure that we will find a way to insert some of those wonderful bits of history at this celebration on October 16th in Washington, DC. Today I ask you to honor our mutual work and our dreams by placing ads in Abe's honor in the NCADP program booklet and by attending the conference. This will let all know what we think of Abe and his work. This is also an important and significant way to help the National Coalition to Abolish the Death Penalty, which needs our attention and our support. I hope that you will all buy ads, (as big as you as you can) . Spinelli, M.D. OBJECTIVE: Although maternal infanticide is a rare event, a high proportion of cases occurs in the context of postpartum mental illness. The author reviews historical, legislative, and contemporary psychiatric perspectives on infanticide and discusses ways in which the psychiatric community can improve prevention of infanticide and promote appropriate treatment of mentally ill women who commit infanticide. METHOD: The case of Texas v. Andrea Yates, involving a mother with mental illness who drowned her five children, is used to illustrate society=92s complicated reactions to infanticide in the context of postpartum mental illness. RESULTS: In the United States, the complexity of the response to infanticid= e is demonstrated by the judicial system=92s reaction to such cases. Whereas England=92s Infanticide Law provides probation and mandates psychiatric treatment for mothers with mental illness who commit infanticide, "killer mothers" may face the death penalty in the United States. Contemporary neuroscientific findings support the position that a woman with postpartum psychosis who commits infanticide needs treatment rather than punishment an= d that appropriate treatment will deter her from killing again. Psychiatrists have a vital role in recognizing the signs and symptoms of peripartum psychiatric disorders, particularly postpartum psychosis, and in early identification of and intervention with at-risk mothers. CONCLUSIONS: The absence of formal DSM-IV diagnostic criteria for postpartu= m psychiatric disorders promotes disparate treatment under the law. The psychiatric community should develop guidelines for the treatment of postpartum disorders, foster sharing of knowledge between psychiatry and th= e law, and do more to enlighten society about the effects of mental illness o= n thought and behavior so that decisions about the treatment and punishment o= f mentally ill persons will not be left exclusively in the hands of the judicial system.
