I could use my MasterCard with atm's. You have to go to the ones used by the public. I also took cash with me for emergency. For Taiwan there is another brand of Visa. Unless you don't have a VISA card or your bank has very bad conditions for using an ATM abroad, exchanging cash at the airport doesn't make much sense. I have been in Taiwan in 2016 and I could just use my VISA at Kaohsiung port terminal to withdraw enough money for my stay without any additional fees.
